नई दिल्ली। सार्वजनिक वितरण प्रणाली (पीडीएस) के लाभार्थियों को वितरित चावल अब किसी भी प्रकार से वापस सरकारी एजेंसियों के गोदामों तक नहीं पहुंच सकेगा, क्योंकि भारतीय खाद्य निगम (एफसीआई) द्वारा चावल की जांच की जाएगी। इस जांच के बाद पुराने चावल का वापस पीडीएस में आने संभावना समाप्त हो जाएगी। सरकारी एजेंसी चालू सीजन में किसानों से जो धान खरीदती है उसे चावल मिलों को देती है और मिले धान से चावल बनाकर वापस एजेंसी को देती हैं। अधिकारी बताते हैं कि इस प्रक्रिया में मिलों द्वारा पुराने चावल की सप्लाई की संभावना बनी रहती है। इसलिए एफसीआई द्वारा अब मिलों से चावल प्राप्त करने से पहले उसकी जांच की जाएगी कि प्राप्त चावल नया है या पुराना।
केंद्रीय उपभोक्ता मामले, खाद्य एवं सार्वजनिक वितरण मंत्रालय के तहत आने वाले खाद्य एवं सार्वजनिक वितरण विभाग के सचिव सुधांशु पांडेय ने संवाददाताओं से बातचीत के दौरान बताया, “आंध्रप्रदेश में चावल की जांच की प्रक्रिया शुरू की गई थी जो सफल रही है और अब पूरे देश में इसे अमल में लाने की कोशिश जारी है। एफसीआई द्वारा इस दिशा में काम चल रहा है।”
राष्ट्रीय खाद्य सुरक्षा अधिनियम ( एनएफएसए) के तहत पीडीएस के लाभार्थियों को काफी सस्ते दाम पर पांच किलो अनाज हर महीने प्रत्येक राशन कार्डधारक को मुहैया करवाया जाता है, जिसमें चावल महज तीन रुपये प्रति किलो और गेहूं दो रुपये प्रति किलो की दर पर दिया जाता है।
बाजार सूत्र बताते हैं कि पीडीएस के लाभार्थियों को मिला अनाज का कुछ हिस्सा बाजार पहुंच जाता है। ऐसे में बाजार से चावल के मिलों के पास और वापस सरकारी एजेंसियों के गोदामों में पहुंचने की संभावना बनी रहती है।
मगर, जब सरकारी एजेंसी जांच करने के बाद ही चावल मिलों से प्राप्त करेगा तो फिर इस घालमेल की गुंजाइश नहीं रहेगी।
